UIRA (verb)to flash, gleam, (noun)glow

UIRA means to flash like lightening and to glow like a comforting fire throwing light into a dark night.  It evokes memories as a child stoking the fire on the shores of KariKari point (Te Tahuna o Rangataua) maintaining the glow so mum, dad and my brothers could find their way back from night floundering. I consider myself a torch bearer and navigator here to help others.

UIRA builds upon my previous successful consultancy, Papakainga Solutions Ltd (2008 - 2019) where I specialised in Papakainga housing enabling over 250 homes on  Whenua Maori and Treaty Settlement land for Maori Communities. 

Over the last 7 years the focus has been on Iwi development and large scale quality affordable housing opportunities on Treaty Settlement land.  

UIRA for me is a catalyst to get things moving, illumination and guidance, innovation and expansion. UIRA Consulting reflects my personal brand, professional growth and experience over the last two decades and enables me to continue the positive transformative work I do for the people and organisations I work with.

I have worked with many Maori Land Trusts, Treaty Settlement entities, local and central Government agencies and NGOS to achieve quality affordable housing for hundreds of whanau throughout the motu.

My work spans Governance Advisory to Project Management and Operational delivery. 

Influencing Policy since 2008 - ongoing

Direct advisory and advocacy to local, Regional and central government to better enable Papakainga Housing in planning documents and policy.

Papakainga Solutions Ltd, 2008 - 2019

Owner of Papakainga Solutions Ltd, an advisory and project management service. 

With the assistance of local government, the Maori Land Court and Maori land trusts I enabled over many homes on whenua Maori in the WBOP sub region including a great project with Tauwaho Te Ngare on Rangiwaea Island. I secured approximately $15million in funding for the sub region during this time.

CEO of Manawa Community Housing Trust, 2020 – 2025

As CEO of Manawa Community Housing Trust (MCHT) I obtained CHP status for MCHT, established the MCHT housing team and developed a housing portfolio of 86 new homes for Nga Potiki whanau across the housing spectrum - social, affordable and home ownership.

During my four years operationalising housing for Nga Potiki a Tamapahore, I secured just over $22million for Nga Potiki housing projects.

86 built homes across social, affordable and affordable home ownership.

Developed first Iwi Shared Equity Scheme and Long Term Lease Home ownership programme - 30 new home owners.

Nga Potiki a Tamapahore Trust 1995 - 2020

Nga Potiki Trust is a Treaty Settlement Trust situated in Tauranga Moana. 

1999 - junior counsel for Nga Potiki Wai 717 claim and 5 day hearing held at Mangatawa Marae.

2010 - 2013 - Joint Treaty negotiator.  Obtained joint Treaty Settlement Deed agreement with the Crown.

2013 - obtained early release of the Te HouHou Block, 50 acres. The foundation for Nga Potiki commercial, cultural and social development initiatives.

2013 - 2019 - appointed as Trustee.  Trustee mahi was focussed on strategic development of 50 acres culminating in Manawa Subdivision, over 250 house sites.

2020 - 2025 - appointed General Manager then Chief Executive Officer for Manawa Community Housing Trust.

Kainga Ora Trustee, 2019 – 2022 incl.

Kainga Ora Trustee.  this was an interesting time of expansion for Kainga Ora, branching into new construction and property development.  A large Board with many voices, it was a great learning environment with many esteemed and learned colleagues.

Eke Panuku director, 2019 – 2022 incl.

Eke Panuku Director Auckland City Council.  A pleasure to serve on this Board and be a part of the innovative re-generation and activation of urban sites throughout Auckland City alongside Iwi and the Community.

NZ Blood Service Board

Greatful to have served two terms with NZ Blood Service Board during an expansive phase that saw the completion of a new state of the art facility in Christchurch in collaboration with Ngai Tahu Property.  

Trustee Mangatawa Papamoa Blocks, 2007 – 2019 incl.

A privilege to serve as a Trustee of Mangatawa Blocks Inc.  I was actively involved in diversifying the asset base from Kiwifruit to commercial and property development and was instrumental in bringing the Retirement Village opportunity to Mangatawa.  The protagonist for Mangatawa Papakainga consisting of 36 homes and securing in total over $10million in funding and Community Housing Provider status, I am proud of this mahi that now accomodates hundreds of whanau individuals.

National Maori Housing Conferences

I have been attending the National Maori Housing Conferences since 2011.  In 2014, I secured Government commitment to support the bi annual National Maori Housing Conference. This has been a game changer since 2014, when hosted by Tauranga Moana.

As Chair of the organising committee, we delivered the very sucessful Tauranga Moana National Maori Housing Conference, 2014.

Ngati Kaahu ki Wairoa CHP status, 2014

Established Ngati Kahu ki Wairoa CHP status.

Chair of National Maori Housing Strategy Committee, 2014

Chair of the Advisory Committee to the late Rt Hon Dame Tariana Turia to develop the first ever national Maori Housing Strategy for New Zealand and delivered in 2013.

Co-founder of Te Matapihi our peak national Maori housing advocacy body.

Trustee Community Housing Aotearoa 2010 - 2016

Served two terms as a trustee to Community Housing Aotearoa. Our national peak housing advocacy body.

Papakainga housing projects

Horaparaikete Trust -  8 homes and whanau marae.

Mangatawa Papamoa Blks - built 36 homes in the papakainga and secured 33 acres of whenua Maori set aside by Maori Land Court Order for residential development for shareholders.

Pukekohatu Trust - 3 homes for whanau.

Pirihima Papakainga - 6 Kaumatua homes built, consent and infrastructure for 9.

Ngati Kahu ki Wairoa - 6 Kaumatua and 6 whanau homes built.

Cooper whanau Trust - 4 houses built, consent and infrastructure for 8.

Poonotini Trust - 3 homes built, consent and infrastructure for 10.

Kaiwha Rd Papakainga - secured infrastrcture funding assisting 5 homes built.

Tauwhao Te Ngare Rangiwaea Island - 4 Kaumatua homes and 1 whanau home built, capacity for 18 homes.

Kaitemako F2 - resource consent for 5 homes and share onsite waste water system. Allocating sites 2026.

Nga Potiki Papakainga pilot - 6 homes relocated to whenua Maori.

Repairs and Maintenance

20 Nga Potiki homes extensively repaired, new roofing, asbestos removal, accessible bathrooms, firecode, healthy drier homes for whanau.
